2nd Quarter 2026/2027 Home Shipments Update
Home shipments at the end of the second quarter, ending August 31, 2026, were slightly below plan. The 2026/2027 budget was based on an average of 35 homes per month.
Government Advocacy and Innovations Program Update
Government advocacy efforts continued to advance key priorities, including engagement related to PST audits and provincial taxation, portable building taxation, regulatory modernization, and industry collaboration. Work progressed with government and industry stakeholders on the HUB development initiative, a proposed drawings webinar, and joint programming for the 2027 Modular Housing Summit. Coordination also continued for industry participation at the 2026 UBCM Conference, along with preparation for a sustainable housing webinar.
Transportation Update
The MHABC Transportation Committee continued to monitor travel restrictions and timelines throughout the province to provide updates to members within MHABC’s digital mid-month eblast. Ongoing meetings with government officials have taken place since the beginning of this fiscal year with the continued focus placed on addressing the challenges association transporters are experiencing with the Anarchist Mountain no-post barrier issue, noting that viable solutions have yet to be implemented.
Marketing Program Update
The 2026/27 Marketing Committee initiatives continue to focus on strengthening MHABC’s industry presence, promoting member value, and expanding public and industry awareness. Key priorities include spotlighting member companies, sharing relevant industry updates, and promoting strategic partnerships through targeted social media campaigns.
The Committee is also developing a new Safe Work Practices webpage to highlight MHABC’s recent work in partnership with WorkSafeBC and provide valuable safety-related resources. Additional educational content is planned to support both members and the public in better understanding modular home financing, available rebates, grants, and other funding opportunities.
These ongoing marketing and outreach efforts have generated a consistent flow of membership inquiries and supported the Association’s continued growth through the onboarding of new, approved members.
A new Board Member Spotlight campaign is also underway, showcasing the extensive experience, professional expertise, and industry commitment represented across MHABC’s Board of Directors.
MHABC & WorkSafeBC Partnership – Advancing Industry Safety
MHABC recently collaborated with WorkSafeBC to advance standardized safe work procedures for handling suspended loads, including the safe use of gin-pole and home blocking systems. Building on the successful Safe Work Set-up Workshop at the 2026 Modular Housing Summit, this partnership represents an important step toward improving safety awareness, consistency, and best practices across the industry. In the coming months, MHABC will launch a dedicated landing page featuring WorkSafeBC’s workshop video, safety resources, and practical guidance to support members in maintaining safer worksites.
MHABC Members Attend UBCM Conference
MHABC and Modular BC were pleased to participate in the recent 2026 Union of BC Municipalities (UBCM) Convention, held September 14–18 in Vancouver. With a presence on the tradeshow floor, representatives had the valuable opportunity to connect directly with municipal leaders, local government representatives, and provincial decision-makers, showcasing the opportunities and benefits of modular construction. These conversations helped build greater awareness of how modular housing can support communities in addressing housing supply, affordability, speed of delivery, and evolving housing needs across British Columbia.

BC Consumer Taxation Branch Audit Policy Advocacy Update
MHABC continues its advocacy regarding the Provincial Sales Tax (PST) treatment of manufactured and modular housing, with particular focus on recent audit interpretations and resulting penalties affecting industry members. The Association’s working group and government relations consultants continue to pursue greater clarity and consistency in the application of PST policy, including the classification of manufactured housing as real property versus tangible personal property.
MHABC is also coordinating with other industry organizations undertaking related advocacy to support a consistent approach to government. To help fund these ongoing efforts, the Board approved the implementation of a special member surcharge, following advance communication with the membership. The special surcharge will come into effect in January 2027. Advocacy efforts will continue to focus on achieving greater administrative certainty, fair taxation treatment, and alignment between provincial tax policy and broader housing affordability and supply objectives.
